What is local law 152?



Local Law 152 of 2016 to address the safety concerns of NYC building owners. LL152 specifically requires that NYC property owners have their building, houses gas piping inspected periodically.

When does my building have to file for Local Law 152?


The law went into effect on January 1, 2019, but full implementation of the law is contingent upon the adoption of rules by DOB.

Depending on which district a building is located in will depend on when that building has to file for local law 152. Below you will find a map link showing when each district is due and where that district is.

  • Community Districts 1, 3, and 10 in all boroughs: January 1, 2020 – December 31, 2020
  • Community Districts 2, 5, 7, 13, and 18 in all boroughs: January 1, 2021 – December 31, 2021
  • Community Districts 4, 6, 8, 9, and 16 in all boroughs: January 1, 2022 – December 31, 2022
  • Community Districts 11, 12, 14, 15, and 17 in all boroughs: January 1, 2023 – December 31, 2023

What Does The LL 152 Inspection Entail?


A Licensed Master Plumber (LMP) with at least five years of experience must perform the Gas piping inspections in New York City.

The LMP will examine public gas piping and use the combustible gas indicator method to detect leaks in the system. They will provide a certificate of inspection, which you must submit to the DOB within 60 days of inspection. This process is done through the portal without any filing charges as a part of ll152 gas inspection cost. You will not be asked to log in. However, LMP must sign the form

What happens if you don’t file? Buildings who fail to submit the LL 152 certification before the appropriate deadline are liable for a civil penalty can result in a penalty of $5,000.

What needs to be inspected?

The inspection requires all exposed gas piping and gas meters. Suppose there are meters or exposed piping in a tenant unit. It does not to be inspected. Pipes that are above a drop ceiling do not have to be inspected.

If my building has no gas, does It still need an inspection?

YES, if there are no gas lines in the building, a registered design professional is required to file a certification stating that the building contains no gas piping. This process will have to be done every 4 years when the building is due.

Failure to have the local 152 law report filed will result in a penalty of $5,000. In addition, for each year that an inspection isn’t done, an additional penalty of $5,000 will be added. To avoid this penalty, make sure to contact IAG to see when your property is due.

When Exactly did Local Law 152 Begin?
